Article XIV Miscellaneous
1. The signature of any director or officer of the Corporation to any notice may be written, stamped, typewritten or printed or partly written, stamped, typewritten or printed.
2. A certificate of any officer of the Corporation in office at the time of the making of the certificate as to facts in relation to the mailing or delivery or service of any notice or other document to any member, director, officer or auditor or publication of any notice or other document shall be conclusive evidence thereof and shall be binding on every member, director, officer or auditor of the Corporation, as the case may be.
3. A special general meeting and the annual general meeting of the Corporation may be convened by one and the same notice, and it shall be no objection to the said notice that it only convenes the second meeting continently on any resolution being passed by the requisite majority at the first meeting.
Article XV Dissolution
1. In the event that the Meadow Lake Minor Hockey and Ringette Association should be dissolved by a two-thirds majority vote of those members present at an Annual General Meeting, the Board of Directors will prepare a plan for distribution of all funds and assets among deserving sports organizations within the Meadow Lake area.
Said plan will be presented, amended as for that purpose, whereupon the Board of Directors shall resign and cease to represent and act for the Meadow Lake Minor Hockey and Ringette Association.
Article XVI Policy Manual
a) Establishment of Amendment to Policy
- the Board of Directors shall establish and maintain a policy manual to govern the day to day affairs of the Association.
- policy and regulations may only be changed or established with a two-thirds majority vote of the total Board of Directors with policies dealing with the Minor Hockey Committee.
- Policy and regulations of the Booster Club or Hockey School may only be changed or established with a two-third majority vote of the total standing committees.
- In establishing policy, the Board and the Standing Committees shall consider carefully the wishes and directions of the Membership meetings.
Article XVII Amendments
1. These articles or bylaws may be amended by approval of a motion by a two-thirds majority of votes cast at a meeting of the members, provided that at least one weeks notice has been given of the proposed amendments and provided that any such amendments shall not be enacted or enforced until approval has been obtained from the minister responsible for the administration of the act of incorporation.

Policy Manual and Regulations
Policy #1
Membership Fees
A. No fee shall be assessed or collected for membership in the Corporation. Membership shall not be transferable.
Policy #2
A. Fees
1. The registration fee shall be established by the Board prior to the beginning of each season.
2. Registration fees shall include a family rate.
B. Eligibility
1. In order to participate in the MLMHA program, the player must meet residential qualifications as determined by the SHA.
2. The member must be in good standing with the Association and all delinquent fees be paid in full.
Policy #3
A. Registration
- For the purpose of SHA registration, MLMHA will be categorized as B, A, or AA depending on centre / non-centres and combinations of population as determined by SHA.
- Every player will register and play in the division that is appropriate for his age except where the Board acting in keeping with SHA and League regulations grants special permission to play at a different level.
- Concession fees to SHA or hockey authority will be the responsibility of the member. When acting in the best interest of MLMHA, the Association may elect to pay such fees
- Movement between divisions must have written consent of parents and commissioners. The Board of Directors will handle all appeals.
- No movement between divisions or Tiers after November 1st without the consent of the Board of Directors.
- The program will run from October (ice in) to the end of March (ice out) and will begin with a conditioning / try-out camp. This camp will be open to players not registered with MLMHA for a fee to be determined by the Executive Committee.
- No player will be allowed on the ice anytime without having first registered and paid in full. The Executive Committee may establish a payment plan in certain circumstances. Registration refunds will be allowed for player medical or parent relocation reasons ONLY and will be prorated to December 1st of that year.
- No refunds after December 1st of that year.
- A late registration fee of $20.00 per month above normal registration fees, commencing November 1st will be charged to LOCAL residents.
- If a person registers for conditioning / try-out camp or for the entire season and fails to show up for conditioning / try-out camp or register with a team for the regular season, a full refund of the amount paid will be reimbursed at the discretion of the Executive Committee.
- If a person registers for both conditioning / try-out and the regular season and discontinue hockey after the conditioning / try-out camp is over and has not participated in the regular season, a refund will be made from the full amount paid less the fee of the conditioning / try-out and a $20.00 administration fee at the discretion of the Executive Committee.
B. Age Classifications - as of December 31st
a) Pre-novice - 6 years and under
b) Novice - 7 and 8 years old
c) Atom - 9 and 10 years old
d) Pee Wee - 11 and 12 years old
e) Bantam - 13 and 14 years old
f) Midget - 15,16 and 17 years old
g) Female (Peewee) -12 and under (as determined by the Board)
h) Female (Midget) -17 and under (as determined by the Board)
C. Teams
- All tier II teams will be grouped by their respective coaches and commissioners into teams of equal strength and ability.
- Tiering will only be allowed when there are separate leagues for teams to play in.
- When tiering teams; evaluation forms and guidelines will be used as set out by the Board.
- Any deviation of the tiering process must first be approved by the Board.
- Commissioner of that division will oversee the evaluation process.
- Any disagreements of tiering will be dealt with by the Board.
- Every member of MLMHA has a right to try-out for a tier I team.
- MLMHA teams shall participate in SHA or CHA sanctioned events only.
- All teams participants and team officials shall follow the rules set out by SHA, CHA and MLMHA.
- Any player or team official ejected from a game for abuse or harassment must proceed directly to the dressing room and remain in the dressing room or leave the rink area for the balance of the game. Any suspended person causing a disturbance at future games, while still under suspension shall be subject to further disciplinary action.
- All objectives of the team will be accomplished on behalf of the coach and team officials without verbal, physical, or sexual abuse and/or harassment.
- With the Executive Committee approval, a tournament team's registration fee may be paid for by MLMHA.
- In the event of a tournament sanctioned under MLMHA, the Board will decide which expenses will be paid for by MLMHA
- All league fees and SHA team certification fees will be paid for by MLMHA. Exceptions will be tournament team registrations
- No team may be removed from a league without a 2/3-majority vote by the Board of Directors.
- No person may question the decision of a coach or confront a coach after a game if the intent of the conversation may lead to a volatile situation. The persons involved must wait a minimum of 24 hrs at the game conclusion to address the situation. If the situation requires immediate attention, the Executive Committee shall be contacted.
- At any time the Board may limit the number of players that are from outside of the Town and Rural Municipality of Meadow Lake in the composition of the teams.
D. Commissioner Responsibilities and Duties
"To develop a successful hockey program, it is essential to assemble the appropriate team of coaches, trainers and team managers. All individuals involved in the development must establish common goals, objectives and a positive and co-operative approach in dealing with parents, players and community members”
- Establish good communications with parents.
- Establish positive and co-operative relationships with parents, coaches, trainers, managers, minor hockey Executive, other divisions and the community.
- Ensure that players, parents, and coaches get acquainted early in the season.
- Ensure Coaches provide opportunity for parents to provide input as to the teams emphasis on physical, psychological and social development of athletes as well as the discussion dealing with equal opportunity and ice time. Ensure that all of these discussions are documented for further reference. This should be done in conjunction with the coach.
- Communicate clearly the Meadow Lake Minor Hockey fee schedule. Advise all parents of the various league schedule, team travel and additional expense associated with teams.
- Emphasize to parents that the game is for the players, not the parents. Request parents, support the coaches, and managing staff of the team.
- Ensure that your respective division conducts affairs in accordance with Meadow Lake Minor Hockey and Ringette Association.CHA, SHA. rules, regulations and guidelines. Conform to the MLMHA Constitution and Policies.
- Represent your division at the various standing committee meetings and as a director of Meadow Lake Minor Hockey
- Represent your division, or have someone attend on your behalf at the various league meetings required by your division.
- Identify, recruit and develop coaches and managing staff for all teams within your division. Where possible, all candidates for the position of coach should be interviewed. Where it is necessary to establish a “short list”, a Committee will choose the candidates for interviews enough days in advance to permit each candidate to be advised and to make plans to attend the interviews. Successful candidates will have demonstrated excellence in coaching, and attitudes that are in keeping with the Philosophy and Objectives of the Association. In addition, they shall have a certificate acceptable to the SHA.
- Establish ice times for practices, tournaments and games within the Association and ensure the policies and rules of the Association are implemented and adhered to.
- Show a genuine interest in how teams, players, coaches, peers and parents are getting along.
- Encourage parents to discuss any problems with their respective coaching staff. If solutions cannot be achieved, encourage parents and/or coaches to review the situation with the commissioner.
- Ensure that all players are properly registered with the SHA and their respective league.
- Look after the registration in the fall, additions, deletions, affiliations.
- Register teams for Provincials.
- Co-ordinate meetings with parents, coaches and teams.
- Liaison between coaches, managers, trainers, players, and parents and resolve disputes with above method.
- Aid in the selection of the division of the teams and deciding what criteria will be used in determining these teams.
- Maintain an inventory of equipment and uniforms and determine what will be needed for the season.
- Responsible for scheduling/cancellations of practices, Ensures scheduling/cancellations of games by coaches is carried out in accordance with MLMHA policies and practices.
- Responsible for obtaining, distributing, and returning cash calendars.
- For the overall management of your division.
- Duties as assigned by the Board of Directors.
- Establish a universal discipline policy with respect to our Mission Statement and guidelines implemented by SHA regarding verbal, physical, or sexual abuse and/or harassment.
- Use our Mission Statement and attachments for guidance through the season.
- Attend all seminars deemed necessary for betterment of Minor Hockey.
- Assist when needed on the Meadow Lake Hockey School committee.
- Use Risk Management as a resource to prevent injuries and unforeseen circumstances. (eg. Arena checks, EAP)
- Ensure coaches, players, participants and volunteers are aware of CHA’s Speak Out Campaign in regards to abuse and harassment.
- Recruit knowledgeable, fair, non-biased evaluators for player and team selection.
- As a director, your first priority is the Association as a whole for the betterment of all involved and not individual gain.
E. Coaches and Assistant Coaches
1. Selection - coaches will be volunteers and selection will be determined by the commissioner of that division.
2. All coaches must hold a minimum certification required by SHA.
F. Coaches Clinics
1. The MLMHA may reimburse coaches for fees associated with attendance at NCCP clinics in cases where they are deemed necessary and are not offered in Meadow Lake. Prior approval of the Executive Committee will be obtained.
G. Duties and Responsibilities of Coaches
- Coaches will follow the current rules and regulations of hockey as established by CHA, SHA and MLMHA.
- Coaches must assume responsibility for the conduct of their players on and off the ice during the time that they are under their supervision. Swearing, illegal use of sticks, roughing, and fighting reflect a lack of control by the team management, and may result in disciplinary action. Any coach found guilty of ordering his player to intentionally hurt another player will be dealt with by the discipline committee and will be suspended until such time as an investigation is completed.
- Coaches must conduct themselves in an exemplary manner. Any unseemly conduct, including excessive profanity, the illegal or intemperate use of alcohol or drugs, or the provision of such substances to players will be dealt with the Discipline Committee and may lead to the suspension or dismissal of the coach.
- Coaches must become familiar with the philosophy and rules of the Association. Failure to follow either one or both may
result in disciplinary action.
- Coaches can expect full cooperation from the Board in dealing with players or parents who fail or refuse to comply with
their reasonable expectations.
- Provide opportunity for parents to inform the coaching staff and management as to the goals and objectives they feel
are most important , that they would like emphasized and their expectations for their children (eg. Parents Meeting)
- Ensure you have adequate volunteers for various duties (50/50, timekeeper, washing uniforms, advertising, managing
team accounts, etc.)
- Ensuring that the Referee Co-ordinator is contacted in the event of cancellations.
- Ensure the Booster committee is notified for cancellations or additions to scheduled games, tournaments and provincials.
- Ensure that team rules are set at the start of the season. The parents and players shall provide their expectations as to fair ice time and equal opportunity for all players. It will be the coaches’ responsibility to follow these expectations. The discipline committee will deal with any discrepancies as too fair ice time and equal opportunity and how it is being allocated. For all intents and purposes, all Tier II leagues will practice equal opportunity as set out by the players and parents. Tier I leagues may allow more leniency to equal opportunity but only if these conditions/rules were set at the start of the season. Meetings regarding team rules and equal opportunity will be documented and approved by a 75% majority vote of the parents.
- Ensuring that the Vice Chairperson is contacted in the event of cancellations, so ice time may be utilized.
Managers
1. Subject to approval by his/her commissioner and ratification by the Board, a Coach may recommend a person to serve as Team Manager.
2. All team managers are expected to assist the coach and assistant by:
- scheduling and phoning related to the arrangements of games and tournaments.
- arranging meetings with parents as required.
- taking responsibility for all equipment issued to a team.
- assisting with fund raising and record keeping as required.
- carrying out such other duties as required by the constitution and bylaws of the MLMHA.
I. Trainer
- Trainers will hold a trainer’s certificate as accepted by CHA.
- Should hold a valid First Aid and CPR certificate.
- Follow rules of CHA, SHA, and MLMHA
- Stay informed of the status of injured and sick players and advise coach.
- Ensure any player returning from an injury is doing so with the consent of the medical professional, if any, who had prescribed treatment.
J. Affiliations (All Divisions)
1. Affiliations are not to displace a team’s regular players.
2. Players from one team may be affiliated with one other team according to SHA regulations; the affiliation process shall be handled in such a way as to be as fair as possible to all players. Affiliates are not to displace teams regular players.
3. Affiliated players shall be selected and assigned to teams by the commissioner of each division in consultation with their coaches and the other commissioner concerned.
4. MLMHA will follow the SHA affiliation regulations in respect to Center status and tier
5. Notwithstanding the above:
- Teams should ordinarily affiliate players from the next lower level (eg Bantam tier I affiliates Bantam Tier II; Bantam Tier II affiliates Peewee Tier 1, and so on). Player may only be affiliated to one team.
- Coaches and managers are expected to cooperate with one another in the affiliation process; where agreement cannot be reached, the decision of the pertinent commissioner in consultation with the President if necessary, shall be followed.
- If the player and his parents ask that the player’s name be removed from the list of affiliates, that wish shall be granted and the Commissioner shall make every effort to replace him or her with another player of suitable caliber.
6. In every instance, the player and the player’s parents must be notified of the intention to affiliate him or her.
7. It shall be the responsibility of the commissioner after ensuring that all affiliation lists are correct and complete, to submit them to the SHA by the required dates.
8. The Coach may invite an affiliated player to play with his or her team when illness, absence or some unforeseen event causes a team to be short of players. Affiliates are not to displace a team’s regular players.
a) Any coach who wishes to invite an affiliated player to play with his or her team must first secure approval from the
player’s coach and parents. Should that coach refuse the player, he/she shall not be invited to the game(s) in question, but an appeal
related to future possible situations may be made to the commissioners of both divisions and the Executive Committee
b) Commissioners must be notified that an affiliated player is playing.
Coaches shall ensure that each affiliate gets an equal opportunity to play up.
10. The following requirements are to be observed:
a) If a Coach wishes to use an affiliated player more than 5 times after January 10, he or she shall first secure the permission of the Board.
b) With the agreement of his or her regular coach, an affiliated player may practice once before each game or tournament in which he or she is playing up.
c) The foregoing affiliation regulations shall apply at all levels of MLMHA hockey.
11. In extenuating circumstances, the Executive Committee may rule immediately on the eligibility of a player with the request of the parents involved.
K. Ice Schedule
1. All ice scheduling and cancellations shall be coordinated between the Chairperson and Vice Chairperson of Minor hockey and the division commissioner and the team coaches.
2. All ice time is divided as fairly as possible amongst divisions and not by teams
3. The Executive Committee will have final decision if a complaint is filed in writing.
4. Order of preference will be given to ice times as follows:
a) SHA provincial
b) league playoffs
c) league games
d) tournaments (Pre-novice only)
e) practice
f) exhibition
Note: Where one team “bumps” another team for a particular ice time, per the order of preference above (Policy 3.K.4), the Executive Committee may award reasonable compensation to the “bumped” team. Any compensation awarded would be the responsibility of the team who “bumps” into the ice time.
16) t will be the responsibility of the coaches and/or commissioner to notify the following positions of a scheduled change.
a) Chairman of Minor Hockey
b) Vice Chairperson (ice scheduler)
Booster Club Vice Chairman or designate
d) Referee Coordinator
6. The Board of Directors will ensure any additional ice will be assigned on an equitable basis to all teams within the
organization. It will still be the coaches responsibility to periodically check and use available ice time.
7. The Executive Directors of MLMHA will decide on which ice time, events and arena rentals will be paid for under special
circumstances (eg. out of town arena rental)
8. A budget will be determined at the start of the season for all ice rentals including out of town. No person will book ice with out the consent of the Vice Chairperson (ice scheduler)
Policy # 4 Referee Coordinator/Referee in Chief
1. Will be elected at the AGM and serve on the Board of Directors for the MLMHA.
2. Will be responsible through this organization to assign competent qualified officials to league, tournament, and exhibition games as requested by the Association.
3. In consultation with the Executive Committee, deal and investigate all matters requiring disciplinary action of game officials.
4. Shall organize and be responsible for the development of game officials through a Clinic and Supervision Program.
5. The Board may approve that the position of Referee Co-ordinator be held by two persons of which only one person will be delegated the Referee in Chief.
Policy #5 Uniforms and Equipment
1. The Commissioner shall be responsible for the purchase, maintenance, distribution and control of all MLMHA equipment
a) maintain an accurate inventory at the start and end of each season.
b) all equipment when not in use shall be stored in a place approved by the Association.
c) each team will be supplied with a minimum of one set of sweaters
d) sweaters are the sole property of the MLMHA and are to be used only for Association approved hockey games or Board approved events.
e) sweaters should be laundered or dry cleaned throughout the season by designated team personnel.
f) sweater donations are welcomed and shall be recognized by appropriate means as determined by the Board of Directors.
g) all equipment is to be budgeted for and ordered at the beginning of the season through the Chairperson of Minor Hockey or their delegate.
h) MLMHA will supply each new player with a nametag. If a player loses their nametag, we will provide a new one for a fee of $6.00. All players must wear their nametags for games at the discretion of the Board.
i) A $100.00 damage deposit is to be charged for use of any equipment/jerseys outside the Meadow Lake Arena during the off season. If damage or loss occurs, it will be the responsibility of the borrower to replace or repair to the satisfaction of the Board.
j) MLMHA will supply goalie equipment, including sticks, for Pre-novice through Peewee Divisions only. The Female division may be supplied with equipment if deemed necessary by the Board.
k). MLMHA will supply all jerseys for games. They will be the responsibility of each Division's Commissioner or designate and are not to be worn for practices, with the exception of the Pre-Novice Division.
l) Lease forms are to be signed between goaltenders, persons or coaches and commissioners for any equipment/jerseys that is taken to be used personally
m) MLMHA goal equipment is to be used for ice hockey only.
n) MLMHA goaltenders may acquire equipment for summer hockey school, summer hockey or hockey camps. They will be required to make a $100.00 refundable deposit with respect to Policy 5 Article (1i)
o) For all intents and purposes the MLMHA jersey colors will be green, white and black except in the cases where jerseys are donated and the colors are specified by the donor. It will be the responsibility of the Board to make any decision as to the allocation of such uniforms.
p) The Minor Hockey Committee will reimburse Bantam and Midget goaltenders which are in good standing with the Association on January 15th of the current season a fee of $100 to offset the purchase of personal goal equipment.
q) MLMHA will supply goal sticks for the Atom division and below. It is expected that in all other divisions, goaltenders supply their own sticks. MLMHA reserves the right to approve special circumstances regarding the supplying of sticks.
Policy #6 General Regulations
a) During all practices and games, all required protective equipment is mandatory, regardless of the length of practice, for all players registered with MLMHA. Any player registered with MLMHA and helping as a coach will be required to wear all required protective equipment.
b) At all levels, the required protective equipment will include: helmet, skates, facemask, neck protector, shoulder pads, cup, hockey pants, elbow pads and shin pads.
c) All equipment and sticks in use shall conform to CHA/BNQ standards.
d) Any bill under $15.00 is not to be charged. Pay and give the receipt to the Treasurer for reimbursement from Petty Cash.
e) All use of the Telephone Calling Card is to be documented on a log and submitted to the Treasurer at each meeting. Any abuse of this card will lead to disciplinary action.
f) The only persons allowed to charge to MLMHA are the Chairpersons of the Standing Committees. Permission may be granted to designated persons.
g) Each division will appoint a representative to the MLMHA Fund Raising Committee when in existence.
h) Each Division will appoint a representative to the Hockey School Committee when in existence.
i) Any time a player is injured, a CHA accident report should be completed by the member and then submitted to SHA. It will be the player’s responsibility to submit the required documentation and pay for all cost associated with the injury.
j) Donations to MLMHA will be gratefully received.
k) $100.00 will be given to the Pre-novice division to host a tournament.
l) $100.00 will be given to the Pre-novice division for a Christmas function.
m) For delegates to SHA, League meetings and Coaches Clinics, MLMHA will pay for:
- 2 registrations
- Maximum $80.00 with receipts for night accommodations
- Mileage at 35 cents per km for one vehicle
- Meals not covered by registration fees at rates of
- Breakfast - $7.00
- Lunch - $8.00
- Supper - $12.00 (Receipts required when submitting expense claim)
n) Laser pointers and lights will be banned from the arena. Any person using a laser light will be banned from the arena at the discretion of the Executive Committee.
Policy #7 Discipline Committee
1. (a) MLMHA has a plan in place to handle misbehavior. The object of this plan is to teach participants that they are responsible for their behavior and that there is no excuse for misbehaving. It is our intention to teach participants to make correct decisions when faced with choices. It is also our intention for participants to respect others as well as being respected. Every situation may require a different approach to discipline with a final decision being handled by the Executive Committee. Suspensions from the team or minor hockey will be used in extreme circumstances.
b) The President shall call a meeting of the Discipline Committee to deal with problems related to the conduct of players, team officials, game officials, Board members, parents, or other persons associated with MLMHA in the following circumstances:
i when a written complaint is brought to the President or Chairperson; or,
ii where in the opinion of the President or the Board, there is adequate reason to conduct an investigation.
c) Membership - The Committee shall comprise the Past President, President, Chairperson of MLMHA, SHA Director (resource person), the Commissioner of the respective division in which the action under investigation took place.
d) Exclusions - In the event that one or more of the Discipline Committee Members, or the son(s) or daughter(s) of such Members, are under investigation, the Members so involved will remove themselves from the meeting except where such person is required to attend to provide information.
e) Chairperson -The Past President shall be the Chairperson of the Discipline Committee. In case of the absence or temporary exclusion of the Past President, the President shall act as Chairperson.
f) The person(s) whose reported actions are under investigation shall be provided an opportunity to meet with or make representation to the Committee before it arrives at a final ruling.
g) The Chairperson shall inform the person under review, and his or her parent and coach if the person under review is a player, of the Discipline Committee's ruling.
h) The Chairperson shall report any action(s) taken by the Discipline Committee to the Board of Directors at the next meeting.
i) The ruling of the Discipline Committee may be appealed to the Board of Directors, who may confirm, remove or modify the ruling as deemed appropriate. The decision of the Board is final.
Policy #8 Game Rules
The MLMHA governs itself according to the rules of the CHA and SHA and officials are encouraged to enforce the rules consistently and impartially. Notwithstanding the foregoing, the Association reminds team officials and players alike to the following regulations:
1. Where penalties are assessed in numbers of games, this shall mean the next league, playoff, or previously scheduled tournament game(s). Players cannot take part in any game until their suspensions are served. Suspensions cannot be served in exhibition games. Please note that a suspension incurred for a violation of a league rule may be implemented at the discretion of the league.
2. Any player or team official who is ejected from the game is to proceed directly to the dressing room for the balance of the game or to leave the arena. Failure to do so will result in further disciplinary action by the Discipline Committee.
3. Unseemly conduct by On-Ice and Off-Ice officials shall be investigated by the Referee Coordinator/Referee in Chief who shall report to the President any matters requiring action by the Discipline Committee.
4. Off-ice Officials are expected to co-operate with the referee(s) to ensure that game sheets are properly filled out and signed by the on-ice officials and both coaches. Anyone refusing to comply with this requirement shall be reported to the President for further action.
5. The Commissioner of each Division shall monitor the conduct of players and team officials under his or her jurisdiction, and shall serve notice to any player or team official guilty of breach of discipline. The Commissioner may request the President to call any offending player or team official before the Discipline Committee for further action.
6. The MLMHA will enforce a policy of zero tolerance for performing enhancing drugs.
7. The MLMHA reserves the right to take additional disciplinary action where the behavior of any player, team official, parent or other person associated with the Association is of serious and continuing concern.
8. The MLMHA will enforce a policy of zero tolerance of any form of alcohol or narcotic by any team player, coach, or team official.
9. All players, coaches, parents, league officials, and Association officials should be aware of Risk Management and use CHA’s guidelines in prevention of injuries and elimination or risks.
10. MLMHA enforces CHA’s ruling in regards to hazing or knowledge of it by any player, parent, or team official.
11. All persons involved with the MLMHA should understand and follow CHA’s fair play codes for players, coaches, parents, officials, spectators, and league organizers for the betterment of minor hockey.
12. The MLMHA will enforce a policy of zero tolerance of any form of abuse of officials, players, coaches, spectators or Directors.
Policy #9 Tournament and SHA Playoffs
1. Tournaments are under the control of the Division’s Tournament Committee. Admission may be charged at the gate
with the stipulation that all MLMHA players/coaches be admitted free. Tournament fees are to be collected by the hosting Division and
will be used for tournament expenses. Any remaining money will be used for transportation and out of town tournament
fees only. (Upon parent approval in the division the said funds may be allocated for year end gifts.) Home teams will not be charged entry fees for local tournaments. Referees and linesmen will be paid for by MLMHA upon agreement with the tournament committee. If a deficit occurs for unforeseen reasons, MLMHA will review the situation. MLMHA will sponsor the Pre-Novice for a home tournament to a maximum of $100.00.
2. League Games. Any team playing in a league may charge admission at the gate, except where it is prohibited by the governing League bylaws. Gate money is to be used by the team for travel expenses for players and coaches only. Additional funds are to be derived from other sources.
3. Provincial Playoffs. MLMHA will only have one representative team per Provincial classification.
4. All tournaments must be sanctioned.
5. Any player team official or team that has been registered by MLMHA and participates in an unsanctioned event will be dealt with by the Board and/or the Discipline Committee.
6. Definition of a sanctioned event is that as defined by SHA.
Policy #10 Conduct of Parents and Spectators
1. Parents and other spectators must at all times conduct themselves in an appropriate manner. Profanity, drunkenness, or other unseemly conduct may result in the Board requesting the town of Meadow Lake to exclude the individual from future activities sponsored by the MLMHA. Any forms of abuse/harassment towards any individual will be dealt with immediately with the removal of the individual(s) from the arena until such time the Discipline Committee has investigated the incident and made ruling on the incident.
Policy #11 Recognition
The Board of Directors intends to recognize those individuals whose commitment and service to minor hockey and to the MLMHA or its predecessors have been unusual in terms of both tenure and quality. Accordingly, the Board will establish and implement a suitable awards policy .
Policy #12
A) Booster Committee Bylaws, Regulations
1. MLMHA Booster club is a standing committee which raises funds and maintains and operates the concession booth in the Meadow Lake arena. It is through these funds that offset registration fees and operating cost of our Association.
2. MLMHA Booster Committee is an integral part of our Association and is represented on our Executive and Board of Directors with full voting privileges as an equal partner.
3. As with all MLMHA positions, all Booster club positions are elected at the AGM for a one year term. Duties to begin immediately unless a bylaw supercedes this policy.
4. It is expected that all Booster committee members and a minimum of one minor hockey committee representative attend the monthly committee meeting.
5. No tournament fees will be paid for the funds raised through the Booster committee.
6. A provincial fund is maintained and distributed through the Booster Club. If funds are available, they will be distributed equally to teams entering SHA playoffs. The Provincial fund is derived from the interest earned from the Calendar account
7. All members may be required from time to time to participate in other Booster committee fund raising events.
8. The Booster club will determine which fundraising shifts will be credited towards the booth shifts.
B) Concession Booth Requirements
1. Prior to the start of the season the Booster committee will determine the following.
a) The booth shift buyout. For a determined fee, it will exclude members from working in the concession.
b) The number of shifts a member will be required to work based on registration numbers and arena functions.
2. a) No person under the age of 13 years will be permitted to work in the booth. Under special circumstances, the Booster Club may approve written requests.
b) Persons 13-15 years of age will only be allowed to work if accompanied by their parent. It will be the responsibility of that parent to supervise their children.
c) Persons 16 years of age and older may work for any member and it will be that members responsibility to determine and submit payment to the individual that the person has hired.
d) In the event that a member hires a worker, it will be the members responsibility to send hired workers that are 16 years or older. Anyone younger than this minimum age will be removed from the booth and a delinquent fee may be charged at the discretion of the Booster Committee.
3. a) Each family in the MLMHA is required to work shifts in the booth with the exception of the following members and/
or positions. At the discretion of the Executive Committee, the following list may be amended at a meeting of the Executive Committee.
i) Chairperson Booster Committee
ii) President MLMHA
iii) Chairperson of Minor Hockey Committee
iv) Booster Committee orderers
v) Booth Schedulers
vi) Booth Maintenance
vii) Secretary of Minor Hockey
viii) Calendar Committee Members
ix) Vice Chairperson MLMHA
x) Secretary of Booster Committee
b) Members of the Board of Directors will be required to work shifts as determined at the first meeting prior to the season.
4. The length of the booth agreement is 1 year. From registration day to the preceding registration day of the following year.
5. If a sufficient number of members are available to work the booth, the Booster committee may vote on matters pertaining to the number of minimum and maximum shifts required for key volunteer positions. (eg. head coach)
6. The Booster committee shall reserve the right to extend or retract the number of shifts if conditions warrant.
7. It will be the member’s responsibility for finding a replacement worker for booth shifts when called upon. This replacement worker must meet requirements set out in Policy 12
8. It will be the member’s responsibility to notify their booth scheduler when shifts are switched with other workers. This will allow the Booster Club to credit the shifts to the appropriate member.
9. It will be the member’s responsibility to make themselves available for their shift in the booth. Missed telephone calls or failure to check the schedule board are not an exception and they may be place on a delinquent list.
10. The shift worker will pay for all beverages or foodstuff.
11. There will be no refunds for Booth-Buy Outs, without the approval of the Booster committee. Appeals will be decided by the Executive Committee.
12. The Booster Club has the right to schedule a minimum number of booth shifts for major functions to all members regardless of total shifts. Eg bingo
13. The Booster Club reserves the right to hire workers for booth events if fund are available. . The wages paid will be that of the current minimum wage as set by the Province of Saskatchewan. All federal and provincial deductions will be made prior to the issuance of payment for services rendered.
14. The Booster Club reserves the right to deal with or suspend all workers when complaints have been lodged in writing in circumstances where their performance in any fundraising event has detrimental effects towards the MLMHA.
C) Calendars
1. The Booster committee will oversee and manage the calendar sales for the MLMHA. These calendars are the sole property of MLMHA. The RCMP will deal with fraud or theft pertaining to these calendars/money/materials
2. Each member is required to sell a number of calendars as to be pre-determined by the Booster committee at the start of the season.
3. The calendar committee will be responsible to obtain the proper lottery license, and look after initial distribution of calendar and report any problems back to the Booster committee.
4. The Booster Club will oversee all weekly draws which will be made in a public place on a scheduled date and time
D) Board Signs
1. The Booster club will oversee and manage the sale of the Board signs.
2. The Board of Directors will appoint members to sit on a joint Board with the Meadow Lake Skating Club.
3. The Board signs will have an elected Chairperson to serve as a representative for the Booster club and Board of Directors.
4. The director will have joint signing authority with the Meadow Lake Skating Club.
5. In the absence of a director, the Chairperson of the Booster Club and the President shall jointly oversee this venture.
E) Delinquents
1. Any member not fulfilling their contractual obligation for the booth, the calendars or any other fundraising activity sponsored by the Booster committee will be placed on a delinquent list and their membership suspended until the Booster Club and the Executive Committee has reviewed the situation.
2. a)The Booster Committee has the right to impose a fee to be paid in advance with approval of the Executive
Directors for any member placed on a delinquent list.
b) The fee will be predetermined (for the different fundraising activities) at the start of the season by the Booster Committee and must be paid by the member before participating in any MLMHA event.
c) The Booster Committee will submit the delinquent list to the Executive Committee for disciplinary action.
Policy 13 Theft
Any person’s involved or suspected in theft or any other criminal activity against the Association will be dealt with by the RCMP or appropriate authorities. The Executive Committee will suspend all memberships with those involved until such time an investigation is complete and a decision is made regarding the incident.
